Improving agency outcomes is important to make the federal government more efficient and effective. However, federal agency heads are not using data in the decision making process. “Despite various efforts aimed at increasing managers’ use of data in decision making, our work has found little change over the past 20 years,” says the Government Accountability Office (GAO). This report examines agencies’ reported use of performance information and related leading practices since 2013 and the steps the Executive Branch has taken in using performance information.
