The Navy’s Non-Operational Submarine Force

The United States Navy has the third largest submarine fleet in the world. However, due to decades worth of idle time, much of it is non-operational. According to the Government Accountability Office (GAO), “The Navy has spent $1.5 billion since 2008 to support submarines that it could not deploy.”

GAO estimates the Navy will spend over $266 million in operating and support costs for idle submarines this year, and will invest $21 billion over the next 20 years to address shipyard facility needs. However, in the two decades that pass, much of the Navy’s current fleet will be outdated.
