In Phase II, OIG examined FNS State level oversight of program delivery and internal controls, covering both regular program administration and compliance with Recovery Act provisions.
Eight of nine States did not adequately monitor approximately $9.2 million of Recovery Act administrative payments made to TEFAP recipient agencies, such as food banks. This occurred because States lacked effective controls to ensure that administrative funds were spent properly.
