HUD OIG: Compliance With the Improper Payments Elimination and Recovery Act

Fiscal year 2015 marked the third consecutive year that OIG has reported HUD’s noncompliance with IPERA. Areas of noncompliance were related to HUD’s failure to (1) conduct its annual risk assessment in accordance with OMB guidance, and (2) meet its annual improper payment reduction target. HUD’s improper payment target rate for RHAP was 3.1 percent, but the improper payment rate realized in fiscal year 2015 was 4.01 percent, which was higher than the target.
