Over the past 11 years, the Environmental Protection Agency (EPA) hosted 166 fellows at EPA laboratories under co-op agreements awarded to the National Academy of Scientists (NAS). 107 of those were foreign nationals. According to the report, when directly awarding awards, the EPA requires recipients to be U.S. citizens, however, the “loophole” through cooperative agreements does not specify citizenship. “We believe the taxpayer dollars will be put to better use if the EPA’s cooperative agreements included the same citizenship requirements for fellowships,” says the EPA Office of Inspector General (OIG).
