DoD On Its Way to Better Collaboration, But More Could Be Done

The NDAA for Fiscal Year 2017 directed the Secretary of Defense to issue an organizational strategy that promotes department-wide collaboration. DoD has implemented some reforms, but GAO has identified ways to better promote collaboration.

DOD should:

  • Set goals on how to create a more collaborative culture
  • Review organizational strategy with key stakeholders, such as the Secretary of Defense
  • Consistently use teams to  to address the backlog on security clearances
