DoD Did Not Measure BRAC Goals, Says “No” To Any Future Goal Tracking

Congress established goals for Base Realignment and Closure (BRAC) in the early 2000’s. The BRAC 2005 round would be used to (1) dispose of excess facilities, (2) promote force transformation, and (3) enhance jointness. According to the Government Accountability Office (GAO), “The 2005 BRAC round was the costliest and most complex BRAC round ever.”

In this report, GAO was asked to review performance outcomes from BRAC 2005. However, 96% (25/26) of the military units GAO met with did not measure the achievement of the BRAC 2005 goals. According to GAO, “a senior official stated that no performance measures existed to evaluate the achievement of goals and the office did not create baselines to measure performance.”

GAO recommended in 2013 that GAO identify appropriate ways to measure achievement and develop a plan so they could demonstrate results achieved by the BRAC 2005, but DoD did not agree, saying “military value should be the key driver for BRAC.”
